    Whoever would possess reason, but not discipline is not a man, but a imitator of opinions. Often to be destitute of companions and friends.

ἔτι δὲ καὶ ὅστις ἂν μὴ δύνηται, (τοῦτον) οὐ δεῖ ὀνομάζεσθαι ἄνθρωπον. (δεῖ is impersonal.)
