FWIW I was able to access this site from my location in the USA only by using a VPN and connecting via Great Britain.
Among other things this meant that the Down For Me website told me the site was down only for me (probably incorrectly) but available to everyone else (but only in Great Britain?).
Anyway, I found the guide, and although I have not had time to read it all carefully, it looks like a very fruitful resource.
