I think your first idea is correct.
Look at line 30 “In monte Capitōlīnō, quī prae cēterīs sacer habētur … .” The usage is the same as line 123/4.
“in deōrum numerō” must be “among the number of the gods.” or perhaps better “the company” or " the body" - but without translating you understand this part of the Latin, the exact words in translation don’t really matter.
