For Unit 32 Part III Exercise 6, I am supposed to write, "How am I to praise this man in the manner he deserves [“worthily”]? I wrote, “πῶς ἀξίως τοῦτον ἐπαινῶ;” The answer book placed it in the future, "πῶς τοῦτον ἀξίως ἐπαινέσω; I thought the sense of the question seemed to be present. Did the author place the verb in the future because it is something that someone is trying to do, or is something else going on?

“ἐπαινέσω” is both the indicative future and the subjunctive form. In this case, deliberative subjunctive. Page 277.

Is the answer book using the aorist subjunctive? How do I know whether to use an aorist or present subjunctive in a question?

The difference between “present” and aorist in the subjunctive, optative and infinitive is one of aspect. I put “present” in quotes because, although it is the standard word for it, this aspect is really imperfect – it portrays the event as durative or repetitive. The aorist aspect indicates that an event is atomic. Generally the aorist subjuctive is the default, unless you are focusing on a durative or repetitive quality of the action.
