I think this must be a double mistake.

9a Cum ventus secundus flet, navis e portu —(eggredi) etc
But the Answer book (KIndle 9a vehitur/ vehetur etc
1 the answer should be ēgreditur, ēgrediētur
2 I would be happy to use veho/r also. But I can’t find “navis vehitur” meaning “the ship is setting sail”. The dictionary says vehitur can mean “set sail” but maybe it means the person sets sail? Not the ship itself.
Am I missing something?

There is a mistake in your answer book.
Egredior is a deponent verb and the meaning set sail is active. vehitur is passive and so navis vehitur would need an ablative of agent. If you remember Cornelius in chapter 6 " is equo vehitur" he rides a horse or literally he is carried by a horse. Its the same usage.
