main verb/sequence of tenses

Quibus auditis, liberaliter pollicitus hortatusque ut in ea sententia permanerent, eos domum remittit. . .

Are pollicitus and hortatus the main verbs with the subjunctive permanerent? They look like participles for these two verbs and I didn’t know if participles could be the main verb in relation to the subordinate subjunctive.

of course not, they are participles as u say; the main verb is remittit which is praesens historicum, that is why it requires past sequence, and so imperfectum conjunctivi follows ut finale.
