Isocrates 1.12, question about definite article

Isocrates 1.12, “To Demonicus”

οὕτω δὲ τὴν γνώμην οὐ δυνατὸν διατεθῆναι τὸν μὴ πολλῶν καὶ καλῶν ἀκουσμάτων πεπληρωμένον. . . .

What is the function of the definite article τὸν?

I can´t decide which word it goes with. One guess is that it makes substantive the final word of the snip, πεπληρωμένον, and encloses other words in the attributive position. But I can´t justify this.

I’d say it can only go with πεπληρωμένον, which would be the subject of the secondary introduced by οὐ δυνατὸν

It’s not possible to have such mental disposition (lit. to be thus disposed in his γνώμη) for someone (τὸν, “the person”) not filled with many fine sayings. τὸν μὴ … πεπεληρωμένον the subject of the infinitive (μή making it conditional, “unless”).
