ὅστις in Matt 2:6

I’m struggling here with ὅστις. What would the change in meaning be if it had read ὅς instead of ὅστις? Any thoughts?

An argument could be made that the antecedent of your hypothetical ὃς would be closer in sense to ὁ ἡγούμενος than ἡγούμενος.

Mt 2:6: Καὶ σύ, Βηθλέεμ γῆ Ἰούδα, οὐδαμῶς ἐλαχίστη εἶ ἐν τοῖς ἡγεμόσιν Ἰούδα: ἐκ σοῦ γὰρ ἐξελεύσεται ἡγούμενος, ὅστις ποιμανεῖ τὸν λαόν μου τὸν Ἰσραήλ.

Would your hypothetical ὃς, that is, change the sense of the passage from:

ἐκ σοῦ γὰρ ἐξελεύσεται ἡγούμενός τις, ὥστε ποιμαίνειν τὸν λαόν μου τὸν Ἰσραήλ.

to

ἐκ σοῦ γὰρ ἐξελεύσεται ὁ ἡγούμενος ὁ ποιμανῶν τὸν λαόν μου τὸν Ἰσραήλ.

Did anyone, Yahweh, Micah, Micah’s audience, the LXX translators, Matthew, Matthew’s audience, have any uncertainty as to who ὅστις is?
