I think I understand what you mean, that victui depends from necessaria. In other words… "From the land of Chanann, that we may purchase necessary things for food. (A&G #382 perhaps)
Yes, I took this as the dative of purpose, section 382 of A&G.
It seems to me something like “necessities for life” or “necessities for survival”, which might mean food, clothing, etc.
