I would have thought: “that he took (understood) the thesis-making as covering (including) the definition-making.”

I think that you have to be right. The notion of ἐπί must be support or resting upon, not inclusion. He gives examples just before showing theses dependent on definitions first. And, even more tellingly, the sentence continues …ἐπειδὴ πρόκειται αὐτῷ εἰπεῖν τί ἐστιν ὄνομα ἢ ῥῆμα καὶ τὰ λοιπά. “…since it lies before him to say what is an ονομα or ρημα and the rest.”

Perhaps it would have been better to read Aristotle’s (probably mistitled) treatise itself first?
