Do you know who said it (often, apparently)? Do you know grammatically what “delenda” is?
Yes,in Portuguese we say Carthage must be destroyed,but I have already read “Carthage is to be destroyed.”
The second formulation means more or less the same as the first but it is not idiomatic English and it doesnt quite capture the force of the Latin gerundive, ie the idea of necessity or obligation. See here c.dickinson.edu/grammar/latin/gerund-and-gerundive
There is no need in the English translation to retain the passive of the gerundive.
