can πύθομαι take Acc of person here?

No, you misunderstand the construction. The επειδὰν … πύθωμαι clause contains the relative clause παρ᾽ὧν προσήκει, which “stands for” παρὰ τούτων οἷς or οὓς προσήκει (either οἷς or οὓς acceptable, not ὧν). πύθωμαι is not governing a case, it’s governing the relative clause with παρά (“when I learn from the relevant people” or “from those whom it concerns”).
its clear now, thank you but here is another one similar: ἔλεγον οἷα ἐπιτήδεια ἐδόκουν εἶναι ὑπὲρ ὧν ἐδέοντο. 4, 1, 12: the commentary says that it stands for ὑπὲρ τούτων ἅ but ἐδέοντο takes G, so why Acc unless it is becase of neutr pl?
ἅ would be an internal acc., very common with δέομαι as also with δεῖ. But ὧν would be equally good, as with ἵππων προσδεόμεθα in para.11. Given ὑπὲρ ὧν, it’s unnecessary to decide.
