what is this ὡς exactly? “as”, "according to’?
It’s just as in e.g. ὡς ἐγὼ οἶμαι. The δε of course answers the previous μεν:
ὃ δοκεῖ μὲν εἶναι τέχνη, ὡς δὲ ὁ ἐμὸς λόγος, οὐκ ἔστιν τέχνη ἀλλ᾽ ἐμπειρία καὶ τριβή: which seems to be a techne, but in my view isn’t
