ειμι with Predicate Adjectives

I am just starting Unit 10 which introduces ειμι and some used of the dative and genitive.

When writing a sentence such as, “The Athenians are responsible,” is there a rule which says whether to use a form of ειμι or not? The past chapters used predicate adjectives without the verb.

The answer book writes, “Οι Αθηναιοι ατιοι εισιν.”

Your answer was fine, since in Greek literature the verb εἰμι is often omitted but understood.
