Verb Conjugation Hierarchy: Tense, Voice, Mood or Tense, Mood, Voice?

I see charts and tables of Verb Conjugations organized hierarchically in different schemes, for example, Tense, Voice, Mood (like Aorist, Active, Indicative) or Tense, Mood, Voice (like Aorist, Indicative, Active).

Is there a logic in one hierarchy or another? Is there a greater ease of learning using one hierarchy or another?
