I don’t quite understand the sentence but I know that τάχα + ἄν + opt. makes the potential optative even more doubtful
with the sense of perhaps, and is “sometimes strengthened by ἵσως” (LSJ).
I agree with Nate about τάχα here. For μᾶλλον, I would just read it as “rather” or “instead”. He just mentioned how those even according to those who think of honour as the goal, virtue is really greater, “and perhaps someone might instead suppose that virtue is the goal of political life”.

Actually, I was in hesitation for μᾶλλον, according to reference of Perseus site, I took μᾶλλον as comp.of μάλα, so there should be some gen. or ἤ as the sign of comparion…
