"Δόρκων δ’ ἐτεχνήσατο τέχνην, ὥσπερ ποιμένι πρέπει. "
Is “ὥσπερ ποιμένι πρέπει” a coordinate clause or an attributive clause?

Well, it’s a subordinate clause, not a coordinate one. It’s a relative clause of manner: “as befits a shepherd.”
