Theodosius' Kanones

Hi all,

Does any know where I could find Theodosius’ kanones on Google books? The best edition is supposedly by Hilgard (see URL below), but I cannot access it, despite the fact that it was published in 1887. Can anyone in the US access it? I know the title says Herodian, but according to Eleanor Dickey (Ancient Greek Scholarship) this book contains some works of Theodosius. Strangely enough, I could not find any Wikipedia page on him.
