Penitus Ignoro

I am reading the Gesta Romanorum and I keep coming across this expression: “penitus ignoro”. What does this mean?

At first I thought it meant “I ignore the penalty” or “I am unaware of the penalty”. But from the context this does not always make sense. Does it simply mean, “I am unaware of something” ?? Or maybe “I am confused” ??
