omission of εἴναι? Meno 76c

is εἴναι omitted here? οὐκοῦν λέγετε ἀπορροάς τινας τῶν ὄντων κατὰ Ἐμπεδοκλέα; or is it rather as: you admit/ascertain the effluences from existents according to Emp? there is a quote from Lucretius to the same effect:
dico igitur rerum effigias tenuisque figuras
mittier ab rebus summo de corpore rerum IV, 42
I ascertain the effluences and subtle figures (particles?)
to be emitted from things … then I am not sure how to translate, something like ‘from the totality of the bodies of the things’?

I wouldn’t say εἴναι is omitted. You can think of it like that if you want, but remember λέγειν (and dicere) can mean “speak of” without an infinitive. “Ascertain” is wrong.
