It’s probably not technically correct, but the main idea I think is expressed.
It means:
“Climb up here to get F***ed. Bring me Bin Laden!”

Sorry, I just looked more closely at the picture. Here is a better translation:
“Climbing up here to get f***ed. Bring me Bin Laden!”
In more colloquial English:
“I climbed up here only to get f***ed…Bring me Bin Laden.”
The picture is from the '80s version of Kong. He climbed the World Trade Center. “Enc” stands for “enculer”, not “encore”. Poor King Kong has a plane in his derriere, thus the bin Laden reference.
That’s disappointing. It would have been funnier without the caption.
