jussive subjunctive- beginner question

I’m using “Learn to Read Latin” to, well, learn to read latin. I’m now at the part introducing the subjunctive. In explaining the independant uses of the subjunctive, it states that the jussive subjunctive is only used in the present tense, and is only used as a command in the second person. states that the jussive is used as a command not only in the second person and is used in tenses other than the present subjunctive. What am I missing? Is one of the sources wrong or am I more confused than I know? Thanks for your help.

That article explains some different ways of looking at the Subjunctive, an infamously confusing mood. The article explains some subjunctive uses I have not seen such as “Velim studentes tacere.” The article says it means “I would like the students to be silent.” Wheelock never explained it like that. You’ve come upon more unwelcome uses for this slippery mood.
