Can you literally say in roman,
“HIC VIR”
this man (here)
or it must be used in a greater context?
Can you literally just walk into a room and say “HIC VIR”

If you walked into a room and said, “Hic vir,” it would mean something like “This guy is a MAN,” as opposed to the other people in the room, who might be homines, but not vires (remember, Latin has two words that mean something like “man” in English - homo, and vir). Latin often leaves out the verb if it is a simple copulative verb, like est, so the statement “Hic vir” is actually a complete sentence in Latin: “Hic (est) vir.”
