Eur. Med. 1112 λύει ... ἐπιβάλλειν (λύει +inf.)

Two questions here:
Is this some type of impersonal construction with λύει?
What noun is understood with πρὸς τοῖς ἄλλοις (sc. ???)?

  1. λύει = λυσιτελεῖ.
  2. None. Cf. e.g. και τα λοιπα = κτλ = etc.

Two more questions:
Assuming that λύει means “fulfil”, “accomplish” in this context, which meaning of τέλη is used (understood) in that phrase? Is it “expenditure”?
Does (anap.) in reference to this line in LSJ mean “anapest” (˘ ˘ ¯), if so, I’m confused, isn’t the upsilon of λύω long?

See dues (1.8) in the τέλος article. Maybe also 1.6 (dues to the gods).

For anapests, see mwh’s post on them in the pinned “meter in tragedy” thread.
