Non intellego cur auctor huius nuntii in titulo subjunctivo usi sit:
“Bundesbank multat consiliarum quod contra Muslimos scripserit.”

Usi est “scripserit” ob verbum “quod” aut “contra”?
Because of the “quod”. This looks to me like an example of where the subjunctive is used with “quod” by the author to indicate that it’s someone else’s reason, not his own (A&G 540 mentions this).

Yes I have seen that rule, but I forgot about it and went back and reviewed indirect questions (no harm in that I guess!).
Just have to keep plugging away!

Yep, this sort of subjunctive is eminently suitable for objective reporting. The quod clause describes the Bundesbank’s reasons for administering the punishment, without implying anything as to their truth or falsity.
