Comma vs. period (was: thorough Greek grammar)

The Netherlands, actually. It has been some time, but the Dutch state originated from a war against the Spanish.
I think continental Europe uses a comma instead of a period in this context.

Indonesia also uses commas and full stops the other way round (i.e., 1.654,25 as opposed to 1,654.25) – presumably from the Dutch influence. I associate it with continental Europe in general.
