ὁ Ὅμηρος τὸν Βοῦν τῲ θεῷ ἐθύσεν.
Is it correct to use the accusative case for “Βοῦς” and the dative case for “θεός”?

Yes
Homer has something similar in Odyssey 14.446: “ἄργματα θῦσε θεοῖς”.
