Puzzled how to construe “deoi” there.

The site is password protected. Where do I go to get an account? It’s not clear from backtracking down the URL.
It is only by subscription (which some academic institutions have).

The word under question (“deoi”) is on the first one, i.e. 234 D 3.
Of course, I am interested by the whole phrase, governed (?) by this word.
