is this ὄ acc of respect? the latin translation is: qua re di animis hominum insita omnes pariter inopes effecerunt; however, im not sure that this Acc is really equivalent to Abl Abs in latin

ὃ starts out as the direct object of δόντες, but as the sentence proceeds yes it becomes a kind of acc. of respect. qua re in the Latin is instrumental, as ὃ would have been were it not for δοντες. It’s interesting how the sentence changes tack again as it continues.
