Board DDoS attacks 3/17/23

There are DDoS attacks currently hitting a number of phpbb sites on the internet, including Textkit. You can see the phpbb support forums for the grisly details. I have added some rules that may or may not take care of the issue, and if Textkit goes down in the night, I am sorry. I will take another look in the morning.
