This tosouto hoso is supposed to compare a quality and not a quality and subordinate clauses as here. So how to understand it?

It’s an expanded version of the ordinary “dative of measure of difference” construction (ablative in Latin). While the Syrians fled when defeated, Croesus was that much more cowardly.
