οἵ from ὅς, rel pron. instead of the article.
The commentary says that this is an epanaleptic use of outos but I do not know what it is. Ok I have got it, it s like repetition.

οἵ would require a finite verb, ἐνίκησαν and εξέκοψαν. Is that what you meant? But no, this is the article + participle (i.e. attributive). Perhaps shunting οὗτοι to the front would make it easier for you. Τhe construction is the same, but this word order is more graphic, as οὗτοι picks up the participial phrases, just as ταῦτα picks up τὰ παρ᾽ ἡμῖν νῦν ὄντα in the previous sentence.
