καὶ οἱ μὲν ἀμφὶ ταῦτα εἶχον: can we use here ἦσαν? what is the difference if any?

It’s an idiom with ἔχειν meaning “be busy with.” ἦσαν would not do. There are several idioms with ἔχειν that are good to learn
