"pro" would take the ablative so "iunctum pro benevolentiam publicam".<br /><br />I support your translation. You also have the option to use "bonus" as a noun as in the phrase "cui bono".

Just what is united? If it's a group of people you might want to say iuncti or coniuncti. Iunctum is neuter singular and coniunctus is masculine singular.<br /><br />Magistra
