When you're starting off in Latin, it can be a little tricky to try and keep perfect forms of verbs in your head. There are general guidelines as to what a perfect form of a verb might be (doubling of initial consonants, lengthing of vowels, etc.) but none that you can count on as always being correct.
cepit: from capio, 3rd conjugation -io verb (capio, capere, cepi, captus), 3rd person singular perfective: to take up, (and many other meanings)
Romulus arma cepit = Romulus took up his weapons.
