Translation from Pugio Fide

I've just started my translation of Pugio Fidei. This is one of the section headings which I'm having a bit of difficult translating.

Quod promissiones & comminationes Dei sunt ut plurimum cum conditione, & quod aliquando mandat quod fieri non vult.

Here's my take...

"That the promises and curses of God were most with condition, & that he finally delivered what he did not wish to occur."
