In Orberg's LLPSI he has:

Non difficile est matrem Marci fallere!

Is 'difficile' the Neuter Nom. Sing of the 3rd declension adjective - a default gender for unspecified things.. 'id quod dixit falsum fuit'...etc.. ??

Yes, it is, pmda.
Ut dicis, pmda. "Difficile" est adjectivum tertiae declinationis neutrius generis singularis numeri nominativo casu.
I'm writing in Latin hoping for correction, and not because I'm confident in how I express myself. Latinè scribo ut ab omnibus corrigar, non quod confidenter me exprimam.

It's neuter indeed, but not because it's underspecified, but because it agrees with the infinitive, which is always neuter, when it's used like a substantive: fallere (...) difficile est.
