Do you mean something like "is caused to appear by him"? I don't know if φαίνομαι can have a truly passive sense like that, but the dative meaning "by" is from what I've read rare except with perfect verbs. I think it's almost certainly just "appears to him".

It goes with ὁρᾶν and is need beause διαφέρω requires the dative for the thing that makes you differ, so "the good man differes in that he sees..."
3, ἡ ἀπάτη διὰ τὴν ἡδονὴν ἔοικε γίνεσθαι: οὐ γὰρ οὖσα ἀγαθὸν φαίνεται, can I reform it like "ἡ ἀπάτη διὰ τὴν ἡδονὴν ἔοικε καὶ ἡ ἀπάτη φαίνεται γίνεσθαι οὐ οὖσα ἀγαθὸν"......................if not, would u pls give me a hand~~
I would expand the last sentence as ἡ γὰρ ἡδονή, οὐκ οὖσα ἀγαθὸν, φαίνεται ἀγαθὸν εἶναι.
