question:here οἵπερ and οὗτοι are relative prons? why the case is normative? a normative pron relative is necessary? I feel much weird!

The structure of the the second part that starts οἵπερ δὲ... is
we who will have most of the responsibility... should also take thought for...
So οἵπερ is a relative pronoun but it refers forward to οὗτοι. The tricky thing is that they both refer to "we", and οὗτος can be used to refer to the first person.
