Quare

The word quare, I know it can be translated as why, but can it be used as why in a questioning way. like why won't he dare to write? or something of the like.
Any help is greatly appreciated.

Off the top of my head, I think quare can be used as though it were a normal Q-pronoun,
relative, (he did so-and-so, wherefore this-and-that happened),
demonstrative (he did this because)
and interrogative (for what cause did he do it?).

Yup, Quare = Qua de causa.
