does anyone of you know when the verbs φήμι and εἶμι are accented and in which way?

I'm not entirely sure I understand your question. What grammar are you using? Usually the convention with these verbs is that when a multi-syllable word is written with an accent on the final syllable that means it's enclitic.

For both φημί and εἰμί all forms of the present indicative except the 2sg (φῇς, εἶ) are enclitic. Otherwise they accent normally, except, as always, for some oddball behavior in some dialects.

I'm writing something in Attic, kinda how Plato wrote. I read something that the accent moves one syllable after specific words like ouk and stuff (sorry I don't have a Greek keyboard here at school). And isn't it only accented when the preceding word is properismenon or has an acute on the antepenult?
