Question on Unit 8 exercise

I'm new to this forum so sorry if this has been brought up before. I'm currently working my way through Pharr's book while consulting key answer provided by greekgeek.org.

At unit 8, on the translating Ex. No.8
: εισιν οι Αχαιοι καλοι, οι ολεκουσι τον στÏ￾ατον καιουσι τε τας πυÏ￾ασ; (sorry I don't know how to put accents on my text)

the key translate this as : Are these Achaeans noble, who destroy this army and burn these pyre?

I find the key translation make sense but the greek text given in the book doesn't have a stress accent on the second "οι" which means that it shoundn't be translated as a relative pronoun "who" here. So I don't know who is correct. Could it be that

In section 765 Pharr says that á½￾, ἡ, Ï„á½¹ is "usually employed as the demonstrative, but sometimes as a personal or as a relative pronoun in Homer." He even gives "who, which and what" as possible translations, so I don't think the rule is quite as strict as you are interpreting it to be.
