What type of word is πανσυδίῃ? Is it an adverb?

I just checked Middle Liddell where it says that it is an adverb.
(Cunliffe did not say.) However, it also says that the Nominative does not occur. Nominative adverb? Is this an instance of a noun getting used as or changed into an adverb?

It looks like a fossilized abstract noun in -ια (Epic/Ionic -ιη) for which only the dative of means remains.
