Lots of Greek city names are grammatically plural, e.g., Θῆβαι, Thebes; Ἀθῆναι, Athens. So this isn't unusual for Greek.

Jerusalem(Hebrew: Yerushalaim) in Hebrew has an ending like a "dual".
