In my U.S. Government class, we were required to read two articles

The first link was taking ages to download, so I stopped it short. The second one was a very long essay, and I'm not sure about which part you want to philosophize.

I can tell you about Spain's Federal Republic of 1873! It lasted 11 months, half of the cities in Spain declared themselves independent, after which they started to declare war against each other, and the General in charge of bringing those cities back to the fold put an end to the anarchy by taking Madrid (which hadn't declared itself independent) in 1874.
