Breathing mark on -eu-

As a rule the breathing mark on a diphthong is above the second vowel.<br />Why is it over the first when the word is a compound word starting with [face=SPIonic]e)u/[/face].<br />I see that eu itself is listed both ways -[face=SPIonic] e)u/ - eu)=[/face].
