Elision or hiatus?

Just read χαλεπὸν δὲ ἀφελεῖν … in Aristotle (1036b2sq). why is it not δ᾽ ἀφελεῖν?

The key point is that the manuscripts on which our texts are based are very inconsistent about indicating elision.
