It is asking to translate from Latin to English the following: amici legati mali .
My translation is: "The friends of the wicked lieutenant".
Does this seem correct or could it be "The wicked friends of the lieutenant"?

That seems rather ambiguous. I guess I think that wicked (mali ) should qualify the noun lieutenant (legati ) because it is adjacent to it.
But, what about the Latin phrase amici mali legati ? That would seem to be totally ambiguous.

That could have the same meanings as the previous sentence, with different emphases on the words.
