I can say "I am the tallest man": Homo altissimus sum.
Would I then say "I am the second tallest man", Homo altissimus secundus sum?

I would say this. Maybe you'll get a better suggestion from someone else.Hoc dicam. Fortassè alius aliud melius tibi dabit.
Homo uno solo altitudine secundus sum.
I'm writing in Latin hoping for correction, and not because I'm confident in how I express myself. Latinè scribo ut ab omnibus corrigar, non quod confidenter me exprimam.
