From Cap 39 Orberg LLPSI
Orberg explains how Iuno favoured Karthage:
Hanc urbem Iuno magis aliis omnibus dilexisse dicitur, hoc regnum omnium gentium esse volebat.
Juno was said to favour this city more than all others (ablative?), she wished this reign to be over all other peoples. ?
I'm sure I have the gist...but I can't figure out why it's hanc urben and hoc regnum - what's the syntax..?

Ablative of comparison yes.
She wished that this kingdom (=the city) that it was (=that it reigned) to all other nations. (=that it would be supreme to all other nations by power)

Juno is said (dicitur) to have loved (dilexisse) this city (hanc urbem; acc., direct object of dilexisse) more than (magis) all the others (aliis omnibus, abl. of comparison); she wanted this (hoc) to be the reigning power (regnum, loosely) of all the nations.
